Serino's formative years were spent at Parem Elementary School, which he attended from 1963 to 1969. He then furthered his education at Neuwo Elementary School until 1971. A determined and focused student, he attended Pats Highschool in Madolenikmw, Pohnpei until graduating in 1975. He then returned to Chuuk, where he met the love of his life, Berpetua Robert. Serino's dedication to education and the community was unwavering, despite moving back to Chuuk in 2008 to teach. After an early medical retirement in 2012 and a brief stay in Guam for treatment, he touched lives in Neosho, Missouri in 2015 and once again in Guam in 2016.
