Richard Foster

Richard Lee Foster, 76, passed away Monday, September 28, 2026, at St. Elizabeth’s Hospital, O’Fallon, IL. Richard was born on September 1, 1950, in Cherryvale, KS to Louis Lovae Foster and Opal Marie Klauman. Richard was most recently a resident of Shiloh, IL and member of the Cornerstone Christian Church. 

Upon graduation from High School, Richard enlisted in the United States Air Force, serving in Alaska and California during the Vietnam War. Richard then worked for the Department of Veterans Affairs in a variety of positions, culminating as the Director of Operations of the West Los Angeles VA Medical Center, before retiring from Civil Service. Richard then transitioned to the private sector and served in various executive positions at several private medical facilities prior to finally retiring for good in Corpus Christi, TX. Richard was an avid golfer, lifelong Kansas City Chiefs fan, and cigar connoisseur who watched every western ever made. 








Richard married Karen Sue McCullough, on October 17, 1970, in Cherryvale, KS. Karen preceded him in death January 16, 2012. 

Richard was also preceded in death by his son, Richard Michael Foster, May 16, 2013. 

Richard is survived by his daughter, Kerri DeAnne Frizzell, of Shiloh, IL and two grandchildren, Christian Alexander Frizzell of Shiloh, IL and Lauren Elizabeth Frizzell of Seattle, WA. 








Services will be held at 2:00 pm Monday, October 5, 2026, at Ulmer Funeral Home in Carthage, MO. Entombment following services at Ozark Memorial Park Cemetery, Joplin, MO.
