Maxine was born and raised in the Gobbler community of Carroll County, Arkansas. Her father, Vernon Phillips, took his family West in the early 1950’s in search of work.
After several stops, in many states along the way, they wound up in Castleford, Idaho. It was there that she married Clay Whiteley, who was also from Carroll County, Arkansas. Clay was in Castleford working and living with relatives at the time and, although they had previously met in Arkansas, they didn’t start dating until coincidence brought them together again.
Maxine was a homemaker and a very good seamstress. She did sewing and alterations of clothing for several years making wedding dresses and bridesmaids dresses for several young girls in the Berryville and Green Forest area. She attended and graduated from the Harrison School of Cosmetology in 1986. She then worked as a hairdresser for many years.

She enjoyed working in her yard and was known for her gardening abilities. If you needed to identify a flower, plant, or shrub, she usually knew the answer. Her yard was always full of flowers. She took up quilting after retirement and made sure all her children and grandchildren had one of her quilts.
She was a devoted mother, grandmother, and aunt. Her family knew “Granny” or “Auntie Mac” would be there to help them in any way she possibly could. She was a Member of the Church of Christ and attended services at the Green Forest, Arkansas Church of Christ until her health no longer permitted her to get out and about.
